Introduction to the AHAR
  • This, the first ever Annual Homeless Assessment Report (AHAR) requested by HUD, analyzes Homeless Management Information System (HMIS) data collected from a nationally representative sample of 80 communities in the United States.


  • Although this first installation of the AHAR is a trial run, the ultimate goal of this research is to produce an unduplicated count of all homeless persons in the United States and, on the basis of that information, develop a descriptive profile of the homeless population using services provided by Continuum of Care (CoC) members throughout the nation.


  • Once complete, the information will be used by HUD in a presentation to Congress - the first of it’s kind.

Universal Data Elements
  • Universal Data Elements are information fields which HUD has identified as required entries in HMIS systems. These stipulations help HMIS systems to avoid duplication in reporting and, in so doing, ensure accuracy of disclosed information. The Universal Data Elements track basic demographic characteristics of the homeless and their patterns of service use, and will help to facilitate ease of data integration as programs grow.

  • A note on missing data:
    • In reviewing this report, one will find areas in which data is missing or incomplete. Regional Task Force on the Homeless and St. Vincent de Paul Village recognize these data deficiencies and are actively working to resolve them.


    • Missing data serves as a useful tool in improving HMIS systems, which continue to be updated according to HUD’s recently released (Aug. 30, 2004) Universal Data Elements standards.

  • ServicePoint™:
    • ServicePoint™ is the powerful web-based information management system utilized by the Regional Task Force on the Homeless that provides client tracking, case management, service/referral management, shelter bed availability, resource indexing, and reporting.  The software is specifically designed to meet the needs of human service organizations ranging from homeless shelters to food banks.

  • C-STAR©:
    • C-STAR©, an HMIS system designed and utilized by SVdPV, contains comprehensive tools for assigning, delivering and tracking services provided to both in-house and outside-referral clients. A user can assign mandatory and voluntary services, capture service histories, record service delivery, and add case notes to an individual client or through a group activity process. The system also has the ability to track services using scan card technology.

  • Regional Task Force on the Homeless
    • The Regional Task Force on the Homeless serves as a central clearinghouse for homelessness in San Diego County.
    • The agency provides homeless subpopulation information to service providers and other stakeholders and maintains an inventory of local services available to those in need, making RTFH a valuable resource for all seeking to resolve homelessness in their community.

Collaborative Agreement
  • St. Vincent de Paul Village, Inc.
    • St. Vincent de Paul Village, Inc., is a provider of homeless services in the San Diego area, including health services, housing assistance, career and education resources, food provision and children’s programs.
    • Established in 1950, SVdPV has evolved from peanut butter sandwich lunches into an internationally recognized continuum of integrated services. All services focus on meeting the needs of the homeless while maintaining respect for the dignity of the person.

Collaborative Agreement
  • Partnership Background
    • In June 2004, the Regional Task Force on the Homeless and St. Vincent de Paul Village signed a letter of intent to share specific sets of de-identified client data in order to obtain aggregate information on homelessness in San Diego County populations.
    • The primary purpose of this agreement was to share local homeless statistics with HUD. The first results of this data sharing can be found in the following AHAR report, received Aug. 18, 2005, by Abt Associates, Inc. on behalf of HUD.

Projected Plan for Future Reports
  • It is anticipated that HUD will require future reports from both City and County Continuums of Care. The first AHAR report is to be completed and submitted to Congress by December 2005, and subsequent reports are to cover 12 month periods.


  • Included in the Letter of Intent between RTFH and SVdPV is a disclosure element which obligates the agencies to develop reports twice annually. These reports will include Universal Data Elements and formatting similar to that of the AHAR.
