Villa Harvey Mandel (VHM) is a six-story building offering permanent, affordable, supportive housing in the East Village neighborhood of downtown San Diego. Its doors opened in June of 2003. Named in memory of a former executive vice president of St. Vincent’s, the 60,000-square-foot facility contains 90 apartments: 85 studio apartments and five one-bedroom units. The cost of construction was $12 million. A street-level garage includes 24 parking spaces for tenants. All applicants to Villa Harvey Mandel meet income requirements to be eligible for tenancy.
The architecture of VHM mimics an Italian villa complete with pillars and colorful bougainvillea. The north side of the building boasts the largest exterior glass mosaic mural in the world, designed to celebrate the volunteers that make the Village so successful. Many of the apartment units have views of the city, the bay, Coronado Bridge, and Petco Park baseball stadium.
A community room on the first floor provides a place for tenants to gather, vending machines for snacking and tables and chairs to encourage community building. Adjacent to the community room is an outdoor patio that runs the length of the building and offers a place for residents to barbeque and socialize. VHM also houses Village administration offices and training classrooms.
